Town Meetings

 

CORE has begun to conduct ‘town meetings’ on the proposed new standards at the NCRE Conference  (next meeting in Tucson, Feb. 13-16, 2003) and at the American Counseling Association Conference in Anaheim, California, March 17-21, 2003.

CORE Presents at AASCB

 

CORE will present two programs at the National Meeting of the American Association of State Counseling Boards (AASCB) in Charleston, SC on January 10, 2003.

 

Don Linkowski, CORE Executive Director, will present with Irmo Marini, CRCC Chair, New Developments in CORE and CRCC.  Don will also present with Carol Bobby, Executive Director of the Council on Accreditation of Counseling and Related Educational Programs (CACREP) on Renewed Collaboration of CORE with CACREP.

The main activities and discussions of this past year are summarized in the Executive Committee Report. The primary focus of this our 30th Anniversary year has been the standards review and will continue through our annual meeting and into next year. As I have reflected on this process and this anniversary year I have concluded we have come along way and yet there is far to go. I would like to share some specific thoughts.

 

As an organization we are dependent to a large extent on volunteer efforts of the members of the Commission and Council past, present and future.

 

Our profession is comprised of individuals who value professionalism who believe as research has shown that qualified providers are critical to the delivery of effective services to consumers

 

Our history has demonstrated vision and foresight in the establishment of the first counseling accreditation program, which from the start has valued data in its decision making process.

 

We have also continuously valued development of our organization, the programs we accredit, and the professionals who receive their pre-service preparation through accredited programs.

 

Our tradition and experience as a counseling accrediting body has led the way for others, specifically CACREP. It is important for us to look to their experience as well and learn what we can to better our process and serve the best interests of our programs and their graduates.

 

ACA, NBCC and CACREP have advanced an agenda to enhance and include counseling as a profession in the health care delivery system. Rehabilitation counseling organizations including ARCA, NRCA and the Alliance in partnership with CRCC and CORE have had a similar agenda. Together and in collaboration the potential for success of these agendas is far greater than when a parochial posture has been posited by either camp.

At this time it is my opinion that the rehabilitation counseling stakeholders must join in the professionalization process that now is primarily influenced by the voices of ACA, NBCC and CACREP. This is very clear especially when counselor licensure is considered. There are those amongst us who have argued that to join forces or to find equivalence among such things as curricular standards in some way jeopardizes the very existence of our unique profession. There are others and I count myself amongst them that argue that to not seek equivalence specifically in curricular standards does in fact jeopardize the viability and existence of our profession now and in the future.

 

Like CACREP and NBCC, CORE and CRCC must be present and recognized at meetings of ASPA and AASCB where policy and the nature of the credentials to practice are established. Equivalency of our curricular standards is a critical and essential step to our being included in these partnerships and our graduates in these marketplaces. Every year that the gap between rehabilitation counseling and the general profession of counseling grows, it is to the detriment of rehabilitation counselors and our potential clients. We are an affiliate member of AASCB, yet we are silent, invisible and unknown to most members of this group who are responsible for the implementation of licensure in their respective states. We could and should be present and educating them on rehabilitation counseling and our equivalence with the rest of the counseling field.

 

Those who argue that licensure is not important to rehabilitation counselors, need to consider what it means to be restricted from practice as now almost all states do have a licensure law and the exam for most states is drawn from NBCC’s NCE. Some states have by working collaborately;  accepted the CRCC exam as equivalent. The conjunctive scoring process currently underway by CRCC is an excellent example of how we can demonstrate equivalence in our graduates who are indeed qualified counselors.

 

 

Most state boards use the CACREP curricular areas to qualify an applicant for license with CORE graduates needing a curriculum review to determine equivalence to CACREP. At this time of Standards Review I urge CORE to align our curricular areas with CACREP as a review of their standards shows that there is not a significant difference in areas and it will allow state licensure boards to see the equivalence in our standards without needing endless explanations and needless determinations of non equivalence. The Joint CORE/CACREP site visits is an example of collaboration and partnership that respects our differences yet efficiently determines our common ground.

 

CORE has been a leader in the accreditation movement. Professionalization and credentialing of the counseling profession is key to the viability of our profession. We have the opportunity at this point in time with our Standards review to declare our equivalence with the rest of the counseling movement and need not fear that to do so betrays our history or will undercut our practice. In fact I argue that to not do so is living in the past on dated logic without facts to support the current context and environment of our field. Our best practice continues to be based on research, such as the most current role and function study. For the continued viability of our profession, CORE needs to be proactive and foresighted in the articulation of the new standards.

 

I want to thank all of the members of the Commission and Council, especially Lance Condeluci and Art Dell Orto who has performed the enormous task of gathering data and drafting the Standards Review document. They did this in a profession and timely manner. In addition I want to acknowledge Don Linkowski for the responsible job he did in this his first year as our Executive Director. Finally, Sue Denys in our Administrative Office performed her duties in an efficient and personable manner.

 

I hope our deliberations will be respectful, productive and ultimately serve the best interests of our stakeholders.

Executive Director’s Report 2001-2002

Since starting as Executive Director of CORE in July 2001, I have been involved in the following activities:

 

Published CORE News 2001 in the CORE website including a summary of survey reports of the schools accredited in 2001.

 

Represented CORE at the Association of Specialized and Professional Accreditors at their Annual Meeting in Phoenix, AZ Sept 9-11, 2001.  I also was on a panel to discuss potential problems of Board members.  I presented a situation where a person came instructed by his board to vote only one way regarding an issue in standards revision.  I encountered this when I was President of CORE in the early 1990s.  This is, of course, now prohibited by CHEA.

 

Met on September 20, 2001 with DC Accreditors in Alexandria, VA. This group consists of the Washington metro area accreditors.  About 40 people attended.

 

Made a presentation of CORE Accreditation Procedures at a meeting of Historic Black Colleges and Universities December 5, 2001 in Nashville TN.

 

Conducted CORE Site Reviewer Training with Marv Kuehn at a meeting of the National Council on Rehabilitation Education in Tucson AZ on February 14, 2002. Also participated in a presentation at a luncheon at NCRE honoring the 30th Anniversary of CORE.

 

I presented Joint-CORE/CACREP Site Reviewer Training on March 24th, 2002 with

Jim Pitts (UFL) at the American Counseling Association Conference in New Orleans, LA.  Approximately 50 persons participated.  I am working with CACREP now to identify qualifications for joint site reviewers.

 

Attended meeting of DC Accreditors in Washington, DC on May 16, 2002.  I submitted two items for the agenda that were discussed:  1. Relating to what accreditation organizations are doing in the international arena, and 2. What legal protections are accreditors taking beyond O and D insurance. About 50 persons were in attendance.

 

Attended RSA invitational working conference on CSPD on May 20-21, 2002 and requested input for standards review especially regarding distance education.

 

In addition, I participated in all conference calls of the CORE executive committee and the Rehabilitation Training Group (RTG) coordinated by RSA; provided input on next year’s budget; responded to numerous inquiries regarding CORE  interpretation of standards; and reviewed and edited 14 site reviewer preliminary site review reports including one joint visit with CACREP.

 

I am greatly appreciative to Sue Denys for her repeated reminders and assistance throughout this past year.  Her experience and helpful attitude made my job do-able and even enjoyable.

CORE FACT SHEET: 2002-03

HISTORY:  The Council on Rehabilitation Education (CORE) was formed in June 1971 and incorporated as a not-for-profit organization in Washington, DC, in 1972.  CORE has since reincorporated in the State of Illinois. In 1975, CORE was recognized by COPA,and was subsequently recognized by CORPA. It is now recognized by the Council for Higher Education Accreditation (CHEA).

 

MISSION:  The mission of CORE is the accreditation of RCE Programs in order to promote the effective delivery of rehabilitation services to individuals with disabilities by promoting and fostering continuing review and improvement of master’s degree level RCE Programs.  CORE’s accreditation process promotes program self-improvement rather than outside censure.  A concomitant purpose of the process is to meet the personnel needs of both public and private rehabilitation agencies by providing graduates who have the skills, knowledge, and attitudes necessary to provide

rehabilitation counseling services to individuals with physical, mental, and/or emotional disabilities.

 

COMPOSITION:  CORE is composed of representatives from each of five national professional organizations that are concerned with rehabilitation counseling: the National Rehabilitation Counseling Association (NRCA), the American Rehabilitation Counseling Association (ARCA), the National Council on Rehabilitation Education (NCRE), the Council of State Administrators of Vocational Rehabilitation (CSVAR), and the National Council of State Agencies for the Blind (NCSAB).  CORE also has two public members:  one who represents the consumer public and one who represents the public at large.  In addition to the granting of program recognition, CORE serves as a forum for the evaluation of accreditation policies and practices as well as the effectiveness of accreditation efforts.

 

CONSULTATION SERVICES:  Institutions interested in establishing, reorganizing or expanding an RCE Program can obtain program development consultation services from CORE. Information regarding the service can be obtained from the CORE administrative office.

Candidate for Accreditation: Granted to programs in the early stages of development or implementation, up to the point of graduating ten (10) students. This recognition provides evidence that a program complies with those standards applicable at the program’s stage of development.  Programs accredited at the candidate level are noted with an asterisk.

 
Accreditation: Granted to programs that have been fully operational long enough to allow for the objective assessment of the professional performance of graduates.  This recognition provides evidence that a program complies with all standards and is deemed able to maintain that level of compliance through the duration of the recognition.
